All Payer Claims Database

As a patient, would you like to know how much a medical procedure will cost you before you get it? As a buyer of insurance, would you like to know how the providers in one health plan’s network compare on cost and quality measures with those in another? As a Colorado taxpayer, would you like to know how new initiatives from Medicaid, the Child Health Plan Plus and public health departments are affecting health outcomes and costs? If you answered "yes" to any of these questions, you will welcome the creation of Colorado's All Payer Claims Database (APCD).

The APCD is a secure database that will include claims data from commercial health plans, Medicare and Medicaid. Created by legislation in 2010, due for launch in late 2012 and administered by the Center for Improving Value in Health Care (CIVHC), the APCD will be the comprehensive source for data from all public and private payers in Colorado.

Our health care delivery system does not consistently deliver high-quality or cost-effective care. It is very difficult to identify where variations exist in Colorado’s health care system, and why. And, no one can easily compare quality and cost. The APCD will fill those gaps by providing a complete picture of health care cost and utilization across Colorado, helping identify trends, highlight gaps and spot opportunities for improvement. In conjunction with our database partner, Treo Solutions, CIVHC is building the APCD data warehouse and working with insurance carriers to intake three years of claims data. We aim to release preliminary reports by late 2012.
