CIVHC program and operating costs are primarily funded through generous local and national private foundation grants.

As Administrator of the Colorado All Payer Claims Database (CO APCD), CIVHC does not receive direct, ongoing state funding to operate the database. Generous CO APCD development and infrastructure funding was provided from The Colorado Trust, and the Colorado Health Foundation, in addition to support from the Colorado Department of Health Care Policy and Financing (HCPF). Ongoing costs to operate and enhance the CO APCD come from a variety of sources including grants, contracts to support programs such as the Colorado State Innovation Model with data analysis, and earned revenue from providing data to Change Agents across the state and nation.
